Uttar Pradesh Powers Industrial Growth with Worker Skilling Programs
Uttar Pradesh, India’s most populous state, is making significant strides to address the growing demand for skilled industrial workers through targeted training programs. As industries like manufacturing, logistics, and technology expand rapidly, the state government has rolled out ambitious initiatives to prepare its workforce for high-demand roles, aligning with India’s broader push for economic growth and job creation.
In recent months, UP has launched several skill development programs under schemes like the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and state-specific initiatives such as the Uttar Pradesh Skill Development Mission (UPSDM). These programs aim to train over 1 million workers by 2027, focusing on sectors like electronics, automotive, and renewable energy. According to the state’s Department of Vocational Education and Skill Development, over 2.5 lakh workers have already been trained in 2025 alone, with 60% securing jobs in organized sectors.
The state’s industrial corridors, such as the Delhi-Mumbai Industrial Corridor and the UP Defence Industrial Corridor, have spurred demand for skilled labor. To meet this, UP has partnered with leading companies like Tata, Adani, and Foxconn to offer on-the-job training and apprenticeships. For instance, Foxconn’s $2.5 billion iPhone factory in UP is creating thousands of jobs, with tailored training modules for workers in electronics assembly and quality control.

These institutes offer 91 trades, ranging from traditional skills like welding to advanced ones like drone technology. Chief Minister Yogi Adityanath emphasized the importance of skilling for economic progress, stating, “Our youth are our strength. By equipping them with modern skills, we are building a self-reliant Uttar Pradesh that contributes to India’s $5 trillion economy goal.” The state’s efforts align with the World Economic Forum’s Future of Jobs Report 2025, which estimates that 63% of Indian workers will need reskilling by 2030 to meet industry demands.
To address the skill gap, UP is collaborating with tech giants like Microsoft and Intel to integrate digital literacy and AI skills into training curricula. The state’s Skill India Digital Hub offers courses in employability skills like communication and teamwork, which are critical for industries. Additionally, the Mukhyamantri Seekho Kamao Yojana enables industries to select candidates from a common portal, ensuring a steady supply of trained workers. Over 2,200 industries in UP have registered for this scheme since its launch in 2023.
Despite these efforts, challenges remain. Small and micro industries, which form a significant part of UP’s industrial landscape, face hurdles in funding training programs. Industry leaders like Ajay Tanwani, an automobile ancillary unit owner, highlight the need for government subsidies to support smaller players. Moreover, the state is addressing the employability crisis, with only 51.25% of youth deemed job-ready, as per the Economic Survey 2023-24.
UP’s focus on skilling is also boosting female participation in the workforce. Programs tailored for women in rural areas, particularly in textiles and food processing, have led to a 7% rise in female labor force participation in 2025, according to the Periodic Labour Force Survey. These initiatives aim to empower women while addressing labor shortages in key sectors.
The state’s push for skilling is complemented by infrastructure development. New industrial hubs in Greater Noida and Kanpur are integrating logistics and warehousing, creating demand for skilled workers in supply chain management. The government is also promoting green energy sectors, with training programs for solar panel technicians and wind energy maintenance workers.
