The ₹500 crore package includes targeted incentives for women and marginalized communities, with a 3% procurement sub-quota for women-owned MSMEs and 4% for SC/ST-owned units. Schemes like the Uttar Pradesh Micro, Small & Medium Enterprises Promotion Policy 2022 offer capital subsidies ranging from 10% to 25%, capped at ₹4 crore per unit, with micro-units receiving up to 50% interest subsidies for five years. Women and SC/ST entrepreneurs are eligible for enhanced subsidies up to ₹25 lakh per unit, fostering inclusive growth.

Despite these advancements, challenges persist. Limited access to institutional credit, high raw material costs, and a lack of skilled labor remain hurdles for small businesses. The state is addressing these through skill development programs and partnerships with banks to fast-track collateral-free loans. The Udyam Registration Scheme has simplified MSME registration, with Uttar Pradesh ranking third nationally with 20.28 lakh registrations as of December 2023, behind only Maharashtra and Tamil Nadu.
